Managing the Creation of Autonomous Civil Aviation Authorities

The conclusions and recommendations of the Directors General of Civil Aviation Conference on a Global Strategy for Aviation Safety, held in Montreal, in March 2006, called upon States to establish, where necessary and as soon as possible, an autonomous Civil Aviation Authority which is empowered and adequately funded to provide effective safety oversight. It also recognized that the absence of an autonomous Civil Aviation Authority in certain States was a serious obstacle to implementing safety oversight.

Today many States, with the support of financial institutions and donors, are at various stages in the planning and implementation of institutional reforms aimed at creating an autonomous Civil Aviation Authority empowered to regulate both technical and economical aspects of the civil aviation industry.

This course is designed to provide the essential knowledge and skills which will enable States’ Officials at all levels to adequately plan, manage, control and successfully complete the creation of an autonomous Civil Aviation Authority and other associated institutional reforms.

  • Setting up a Project Management Team.
  • Performing a comparative analysis of different Autonomous Civil Aviation Organizations.
  • Determining the mission, regulatory and administrative powers and relationships of the new autonomous CAA.
  • Analyzing different legal structures for the new autonomous CAA.
  • Developing the legal texts required to create the new autonomous CAA.
  • Designing the organizational structure of the new autonomous CAA.
  • Determining the resources, expenses and revenues of the new autonomous CAA.
  • Developing a plan and schedule for the implementation of the new autonomous CAA.
  • Developing a Business Plan, an Operating and a Capital Budget for the start-up of the new autonomous CAA.
  • Developing a Training Policy and a 3-year Training and Development Plan for the new autonomous CAA.
  • Developing a Technical Assistance Plan to assist the new autonomous CAA in successfully achieving its start-up.
