This course is intended for those Civil Aviation Authorities moving to more autonomous forms of organization and those who have already developed even more autonomous or commercialized, private sector participation models, or privatized models, of obligations in the delivery of aviation products and services.
Revenues expected as a result of such policy decisions as user pay, commercialization or privatizations need to be collected and protected, and this course will examine the issues involved and the pitfalls of various models of more autonomous civil aviation organizations.
